1.1 Background of the Study
E-governance, the adoption of web-based technologies to deliver and conduct government services, has become a global trend in public administration (Gasco, 2003). E-governance often comes with a promise to improve public administration in terms of efficiency, one of the primary values in public administration (Lee and Perry, 2002). However, e-governance has the potential to alter the traditional relationship between government and citizens by creating a new virtual government-and-citizen interface. The potential for electronic government to transform public administration has been heralded at various points throughout the past half-century. The emergency of information communication technology (ICT) has enhance the role of the library as an essential hub of educational institutions/programmes.
Books and periodicals are being widely used in digital format, as much as digital book collection and reference services are being developed. The term virtual is a concept applied in many fields with somewhat differing connotations, and also, differing denotations. The term has been defined in philosophy as "that which is not real" but may display the salient qualities of the real. According to Ogunsola and Okusaga (2006) have put it, in unity they stand and in division they fall in offering good quality library services. The second direction is the building of a virtual library. The pooled resources are made available electronically to each library site using Information and Communication Technology (ICT).Thus such libraries have the potential for providing the latest and comprehensive resources and delivering it instantaneously to users. The recent trend in academic library development is towards the establishment of virtual libraries. Daniel (2002) pointed out that as of today there are over 150,000 national and inter-national virtual libraries worldwide. As revealed by Capron (2000), mails, telephone, TV and radio, books, newspapers and periodicals are the traditional ways users send and received information. However, data communication system-computer system that transmits data over communications lines such as telephone lines or cables have been evolving since the mid-1960s. The use of Internet has revolutionized access to information for the business world, libraries, education and individuals. The plan to implement a national digital library for African universities is as timely as it is significant. This is because of dwindling funds in the face of rising costs for the acquisition of for reign databases central to teaching and research in their universities.It is also because few developing countries` scholarly publications are accessible to other developing countries` scholars, not to mention other scholars worldwide. The modern libraries should not simply be repositories for information; they should also be dynamic gateways to information. Assessment made by World Bank (2001) indicates that e-governance is in nascent stage of implementation in both developed and developing countries. Government departments in many developing countries publish information on web sites as a first step towards e-government. Many of these sites are poorly designed and the department does not update or monitor the quality of information. Initially the publishing of information online was targeted at attracting foreign investments, but as Internet penetration grew in urban areas, many sites began to focus on delivering information and services to citizens and businesses. Library System is an ideal way to provide visitors with a simple method of finding books as quickly as possible using computer software to create an almost replica of the existing library, with the minimum of interaction with people. This virtual Library system can be used in Schools. In all cases, a simple to use link over the website of the organization where people can find what or books they are looking for, quickly and simply.
1.2 STATEMENT OF THE PROBLEM
Lack of physical facilities
National library Abuja has experienced a lot of setback due to lack of physical facilities such as poor funding of libraries, high enrollment and explosion in the number of people seeking admission into our institution have made available physical facilities less meaningful. No doubt that the use of manual method has created a lot of problem in booking and lending of library materials at national library. The number of students that requested for some books and the number of books on rent with the necessary information like the name, department, registration number cannot be traceable because of going disadvantages. The issue of consulting the libraries for referencing is a mirage. Where a library exists, the number of book will not be enough for the teaming students population and when there are enough quantities, they will be obsolete. The above views are what gave birth to the research work in other to find solution to them. Work flow is not fully enhanced and it affects the rate at which the library procedure is carried out. So to tackle these problems, there is a need to develop a virtual library system.
Profound changes are already underway in the library services. The amalgamation of computer and telecommunications has become an almost universal feature of the library industry (Bennett 2009). I am therefore motivated to carry out this study because of the library industries’ need for Information Technology-based systems to improve the quality of their services and maintain long-term profit.
1.4 AIMS AND OBJECTIVES OF THE STUDY
The aim is to offer solution to the problems regarding library procedures and management, and to provide a user-friendly system for the ease and comfort. The system basically responds to the needs of the librarian and student body.

This study when successfully completed would enable Librarians and National Library Abuja to have good information for everyday’s library activities at the click of a button. This study would also bring to the mind of the library that the use of website cannot be over emphasized, considering the immeasurable blessing that should accrue from design and development of such system which will range from viewing on-line the various books across National Library Abuja .Librarians will have the responsibility not only to know about the ways in which libraries will be managed, but also to be aware of the changes that library systems can bring to the library services in the near future.
1.6 SCOPE OF THE STUDY
This study is limited to the design and implementation of a virtual and text-based E-learning environment library and course wares were applied to ensure a comprehensive and enabling virtual classroom. This project work will cover all aspect of book uploading and downloading from the virtual library system in Abuja National Library.
1.7 ORGANIZATION OF THE WORK
This project work is organized as follows: Chapter one of this study presents the introduction of the entire work. This covers the background of the study, statement of problem, motivation, aims and objectives, purpose of the study, significance of the study. Chapter two of this work deals with the existing literature on library system. Chapter three deals with the research methodology. Chapter four of this study focused on the implementation and evaluation of the new system which is structured to allow users to fill form and submit the data to the database. Chapter five provides discussion and concludes the study.
