COMPUTERIZED CENSUS SYSTEM (CASE STUDY OF ENUGU SOUTH LOCAL GOVT)
ABSTRACT
The census situation has becoming so imperative that the population movement on a substantial scale have been going on in Enugu South Local Government Area from time immemorial. Hence sometimes they have occurred in the form of conquest by warrior tribes.They are several methods or ways of analyzing population. This project provides a general overview of the possibilities for implementing a computerized census using proper planned and timely conduct of population and housing censuses and larger scale. In addition, this issue of census system has been applied as an urbanization index considering peoples’ living environment. It also serve the criteria for the government’s supporting budget allocation to the local authorities. In past few years, the census was a manual statistical calculation which was time consuming and cumbersome. The necessity was realized by the Enugu South Population Commission (ESPC) to develop a system for the automatic compilation of census statistics for the local government.
ORGANIZATION OF WORK
CHAPTER ONE: This deals wilt introduction, the
purpose, slope constraints, assumption and definition of terms.
CHAPTER TWO: This concerns the review of the related literatures as a source of materials.
CHAPTER THREE: Here, the detailed description of the existing system is given, fact finding process, organigram and output analyses. Also information flow, problem of existing system and all justification for the new system.
CHAPTER FOUR: This is all about design work, specification output and input, file design, procedure chart and system requirement.
CHAPTER FIVE: This deals with program design, flow chart, pseudocode and source program.
CHAPTER SIX: This is the documentation of work.
CHAPTER SEVEN: This consist of recommendation, conclusion and references or bibliography.
CHAPTER ONE
Inventories of human population area relatively young area of research. The development of used for such statistic however, has become in recent years. Much of this development has development has been merged with social and economic studies and wilt some branches of medical research.
As a result, there is no very sharp boundary separating population research from neighboring fields nor a work designed body of principle setting forth what it is the master population in Enugu South Local Govt. Area. This bring us what is called census system in Enugu South Local Govt. or nation because fertility increase while the standard living of people is too poor.
Health care and welfare is becoming uncontrolled, this is because of premature death and illness is high most in our country. In treating the available population analysis follows certain customary procedure to some extent, these comparisons standard techniques, but often they must be improved to fit the situation at hand.
The procedure themselves are not difficult. A great dear however, depends on asking the sorts of questions that head to useful answers. Hence beside the step of numerical calculating we must be concerned with the basis or ground of such inquire.
Census system can be carried out with registration or census system of analyzing it. in 2006 the government realizing the vital of integrating demographic data into social economic planning accepted as one of the objective of Enugu South Local government on population the improvement of demographic data collection and analysis or system on regular basis and the use of such data in planning with the success activated.
In 2004 census system became paramount to build on this baseline so as to have time serial data that can be used on monitor and evaluate programmes as well as to institutionalized a culture of regular decimal censuses.
The census in 1991 had a population of about 86 millions persons the estimated population in the year 2003 is about 12million.
1.1 STATEMENT OF THE PROBLEM
Although in data collections and analysis were becoming institutionalized in the Enugu South with the setting up several statutory data collection agencies, these will still be major weakness impeded the formulation.
The development of improved contraceptives as a result of the invention of effective method particularly to control the population growth /decrease rate, percentage of employed persons in Enugu South Local Government.
This number of problems and issues were identified by the an inter department appraised exercise in census system due to lack of family planning.
Our desire is that by the time this new system is implemented we must have gotten to our goal. The new system is targeted by making life and work easier with the underlisted aim and objectives.
This study was carried out in order to introduced the nation to reveal the population of Enugu South Local Government based on the results of population census.
The population density of the Local Government was consequently lowered and the statistical data were becoming increasingly inappropriate.
Also to introduced a new definition of boundaries that would clearly represent Enugu South in the 210 population census.
To know the criterion for calculating local government allocation taxes etc.
To produced or developed the new system that will enables the Enugu Local Government to achieved accurate results when determine or carrying out population census.
Also to introduced the new demarcation procedures and experimental studies on system development for the census system.
This work focuses on the system to lower population of family planning in order to control population growth on ground that the delivery of services is likely to be more by the desire to attain population growth target than by concerns about individual reproduction treat needs and that such policies may in prince on individual reproductive right. The prevention is that Enugu South Local Government needs to providing health care services for boys than girls.
This project was carried out under a number of unavoidable restrictions among which are the facts that this research was carried out with the population analysis of Enugu South population commission. One major limitation is the inefficiency of data collection and activities, the delay in publishing this result of census arose. From poor funding of collection and other post enumeration activities.
There is a need for proper adequate and timely release of finds for 2006 census post enumeration activities such as data capture and processing.
Limited supply of human and physical resources committed to data collection analysis and dissemination.
In the process of carrying out this project a number of assumptions were made in order to explain and ascertain substantial result.
They are the organization in question, i.e. Enugu south population commission, is a large organization with up to, if it is services. Information regarding every workers was captured, processed, field and stored for future and daily usage.
CENSUS: Official counting of the number of people living in a particular area at a particular time.
POPULATION: The aggregation of individuals that were living within some particular area. People living in place.
ANALYSIS: The detail of work and how something is formed.
ENUMERATION: The list of people or as process of counting the people that are present.
COMMOSSION: People, which investigated problems.
DEMOGRAPHY: the behaviour of the aggregate and net the behaviour of individual.
MIGRATION: Process which alters the size of population.
CONTRACEPTION: Prevention of pregnancy.
SYSTEM: Is a group of things or parts working together as a whole.
