DESIGN AND IMPLEMENTATION OF A COMPUTERIZED NATIONAL IDENTITY CARD PROCESSING SYSTEM (A CASE STUDY OF NATIONAL IDENTITY MANAGEMENT COMMISSION ENUGU)
ABSTRACT
This project work is aimed at keeping record of all processing system for National Identity card with view of modifying it into a full computerized system. The study covers the area of application entry, Record of verification of the managed information. Computer being one of the machines in vogue recently was used to case human work. It is more accurate, reliable and easy to use and more suitable for National Identity and processing problems which involved from the existing system as a result of efficiency will be modified and new system design will be implemented using Microsoft Visual Basic 6.0. During the analysis examination of written documents, oval interview as well as textbooks was used for data collection and also a source of information with references to the rapid growth in the information technology.
It is necessary to develop a fully computerized system for the National Identity Card processing system through this project.

CHAPTER ONE
Identity as a concept has been a part of mankind. In the world today’s business and technology, verifying the identity of an individual or organization has become very important.
National Identity card processing system is the only way a state and a Nation identity can be certain. Many authors and dictionary including encyclopedic has defined identity card in various ways. National identity card is a document certifying state, Nationality issued by a government of the country to every individual or person that is of the stipulated age of ownership. There has been no unique set of principles, practices, polices, process and procedure that are used to realize the desired outcome related to identifying not to talk of identity management system infrastructure that assures a source verification process.
The idea of documenting the identity of Nigeria and non-citizens in terms of biography data major source of concern of government dating back to the early years after independence significant efforts were made during the colonial era, for obvious reasons, the first major efforts population censes exercise was initiated in 1978 by the military government following year decree 51 was promulgated establishing the department of National civil Registration (DNCR) charged with the responsibility of implementing the performance. The program was basically to register all citizens of Nigeria who at the commencement has attained or who there after attain the age of 18 and issue to every person so National Identity Card (NIC) government primary objectives was to use the program as an effort control of illegal immigrants to the country. Validation of other civic document like passport, setting up a reliable personal identification system for the purpose of source transactions with financial institutions etc.
However, the program implementation was characterized by uncertainties and failure imparting its full implementation. Until in February 2003 when the program was related contract awarded to Messers Segan, S.A France in August 2001. Although, the program was scheduled to be completed in 2007 Department of National Civil Registration act was repelled the National identity cards that were issued under the program being distributed by National identity management commission (NIMIC)
National identity card processing system is not an easy task or work. It is because of the following
As a result of marriage (for woman change of name or loss of identity card) will be a tug of war for the individual in charge.

1.2 AIM AND OBJECTIVES
For the fact that this project research is aimed at having a comprehensive review of the manual system of operation being carried out in the manual system of operation being carried out in the National Identity Management
Commission Enugu into the computerized system. The following will be taken into consideration.
1.3 PURPOSE OF STUDY
The purpose of this project research study is to critically analyze the activities of National identity card processing system with a view of assuring the presentation, protection, sanctity and security of any information or data obtained, maintained or stored in respect of the National identity database as well as finding a lasting solution to the problem.
The significance of the study is to generate a system that will solve the problem of forgery, insecurity, preservation sanctity and protection.
This project is limited to the activities involved in National identity management commission section of the National Identity Management Commission Enugu.
1.6 LIMITATIONS/CONSTRAINS
The limitations and constrains is based on facts which the researcher could not lay hands on pertaining to study which involves the problem of insufficient analysis. In addition to these constrains and limitations are time factors and financial insufficiency.
This project is assuming at the design implementation work flow and assessment as record keeping of the National Identity Management commission Enugu, Enugu State will be made easy, interactive and flexible. Also, the management will make quick finding so that conclusion and decision will be reached as and when due.

Computer is an electronic device which works under the control of a stored program (which can be changed) automatically accepting and processing data to produce information.
IDENTITY CARD PROCESSING:
This is a procedure involved in processing of identity card.
IDENTITY CARD ASSESSMENT:
This is the procedure or act of checking identity card already in use or to be produced.
CITIZEN:
Citizen is anybody who becomes a citizen of any country either by birth descendant registration or Nationalization.
IMMIGRATION:
This is a process whereby people move from one country to another to settle.
EMIGRATION:
This is a process whereby people come from one country to another to settle.
APPLICANT:
As it concerns, this subject matter it is one who applies to the department of National identity management commission for the insurance of the National identity card of the stipulated age.
