Defense information system project is aimed at creating a system that will enable Nigeria army manage military information. This will aid them in keeping military recruitment information and signals in a centralized database.
In the research work, all the details concerning military personnel management, war or security signaling system were studied and an automated system for keeping these records were designed using Visual Basic 6.0 and Microsoft access database.
CHAPTER ONE
INTRODUCTION
1.1 Background of the Study
The Military of Nigeria has active duty personnel in three armed services, totalling approximately 85,000 troops and 82,000 paramilitary personnel. It origins lie in the elements of the Royal West African Frontier Force that became Nigerian when independence was granted in 1960. In 1956 the Nigeria Regiment of the RWAFF was renamed the Nigerian Military Forces, RWAFF, and in April 1958 the colonial government of Nigeria took over from the British War Office control of the Nigerian Military Forces.
Since its creation the Nigerian military has fought in a civil war – the conflict with Biafra in 1967-70 – and sent peacekeeping forces abroad both with the United Nations and as the backbone of the ECOWAS-sponsored ECOWAS Cease-fire Monitoring Group (ECOMOG) in Liberia and Sierra Leone. It has also seized power twice at home (1966 & 1983) and today ‘has become entrenched in all facets of [Nigerian] civic and economic life,’ including manipulation of national political life – General Sani Abacha’s creation of artificial political parties – and a central role in the control and management of Nigeria’s oil wealth.
In the aftermath of the civil war, the much expanded size of the military, around 250,000 in 1977, consumed a large part of Nigeria’s resources under military rule for little productive return. The great expansion of the military during the civil war further entrenched the existing military hold on Nigerian society carried over from the first military regime. In doing so, it played an appreciable part in reinforcing the military’s nearly first-among-equals status within Nigerian society, and the linked decline in military effectiveness.
1.2 Statement of the Problem.
The management of information and human resources has remained the most complex aspect of many organizations. Infact, this had been the reason why most management scientists identified personnel management as the backbone of any organization.
Military Personnel management is now complex and high level of deviation and non-conformity of employees to the laid down rules and regulation of military has accordingly become a regular feature. As a result of this, personnel problem has assumed a high crescendo. Lack of effectiveness in their daily routine further compounds the problem. This not withstanding, capacity utilization is minimal and performance has been on the decline as a result of inadequate information system in the military.
1.3 Purpose of the Study
This study is aimed at developing a database system for storing and keeping track of defense information system in Nigeria military.
1.4 Aims and Objectives of the Study
The general objective of the study is to depict the roles played by army in defense of the nation and how they manage military information.
Specifically, the following objectives are also considered.
(i) To build a database system for defense information.
(ii) To develop a software for managing defense information
(iii) To determine the effectiveness of Nigerian army in managing signals
1.5 Significance of the Study
This work could be useful for officers in an Nigeria army as well as those involved in research work on defense information system. However, this research work would let us know that the success of an organization largely depends on the assessment and appraisal of individuals and company employees potential, performance and how well the organization can strive to equip all its workers.
1.6 Scope of the Project
The scope of this study has been limited to designing an efficient and effective computerized defense information system for using Nigeria army as case Study.
1.7 Constraints and Limitations
This project covers all aspect of military information system using Nigeria army as a case study. Due to time constraint, the program developed can only be used for recruitment and signal information recording. It can not be used for other defense information across the nation. It is designed to run on a local area network. What ever is left out is as a result of time and finance constraints.
1.8 Assumptions
It is assumed that if this software is used by Nigeria military for their daily information storage and retrieval, it will help to reduce stress and fasten their information system. Also it is assumed that the Nigeria military will acquire the necessary hardware needed to implement the system developed.
