ABSTRACT

        Technology has proved beyond all reasonable doubts that computer technology application can remove the strenuous burden of manual paper work which has been affecting administrative activities.  After much observation on the activities of the Industrial training Fund (ITF) Enugu, on their process of payment of students who participate in the Industrial Training Programmes.  It was discovered that the method of payment is too strenuous, complicated and cumbersome. Information tracking system which involves the method of managing information, keeping record of the information and retrieving it effectively, will help in reducing or wiping off problems encountered in manual paper work.  This will facilitate efficient payment.  The project will help greatly in eliminating the problem with the use of its designed suitable software, meant to handle those issues affecting the training fund.

CHAPTER ONE

1.0   INTRODUCTION

 

        Since creation, there has been a constant quest by man to improve on his quality of life and existence, this ever-increasing question has been necessitated, and propelled by the simple need for man to address the challenges posed by his environment.

Borne out of this need, a number of manpower, planning and career development programmes have been designed.  The “Siwes” which is an acronym for Students Industrial Work Experience Scheme is one of such programmes, it is a skills-training programme designed to expose and prepare students in institutions of higher learning for the industrial work situation they are likely to meet after graduation.

The scheme is also meant to familiarize student with work methods and expose them to the needed experience in handling such equipment and machinery that are not usually available in the educational institutions.  The scheme is financed by the federal government and operated through the industrial training fund.  To serve as encouragement, siwes students after their IT programme are being paid approved, specific amount of money as allowance for embarking on the programme.  This, however, necessitates the effective and efficient tracking of IT students information, as well as the monitoring of the method of payment of the siwes allowance, so as to avert fraud and financial misappropriation by unscrupulous, self – centered, and money conscious ITF personnel’s.  Though, a method of payment already exists, but needs through study so as to identify and alleviate the bottle – necks I the inherent system of manual processing.

 

1.1   STATEMENT OF THE PROBLEM

Since the inception of ITF, there has been constant plea by the ITF staff for system evaluation, review and modification of siwes payment of siwes students, and method of tracking siwes students’ information.

These constant plea by the ITF staff was propelled by simple need to address the challenges or problems involved in processing of students logbook, and detecting those that did not embark on the industrial training.

The complex nature of the job involved, viewed by worker as very tedious complicated and cumbersome has been our major concern, and has therefore intensified the need to design and implement an information tracking system (software) to circumvent these inherent problems in the manual system.

 

1.2   PURPOSE OF THE STUDY

        The purpose of the study is to design and implement a computerized information tracking system so as to eradicate the inherent problems encountered by industrial training fund Enugu.

 

1.3   AIMS AND OBJECTIVES

        The aims and objectives of this study areas is as follows:

  • To reduce the workload of the ITF staff.  In the Account Department.
  • To reduce errors in the computation of the payment to siwes students.
  • To increase the speed of labour force in the Account Department.
  • Maximization of output by increasing input.

 

1.4   DELIMITATION OF THE STUDY

        This study is limited to only the Account section of the Industrial Training Fund (ITF), Enugu it should be noted that there are many sections in ITF office, Enugu, but the scope of this study covers only the method of payment to siwes students by the ITF Account Department, Enugu.

 

1.5   LIMITATIONS

        A number of factors militate against this project, which post some difficulties.  They are as follows: Insufficient library facilities.

        This posed a problem on the study since most of the libraries available are not fully equipped with the needed materials in making the research.

Insufficient Time:

        This also posed a problem on the study since this project is not the only course on study.

Unwillingness of the respondent

        This also posed a problem, as the respondents are not wiling to release all necessary facts for this work.

 

1.6   DEFINITION OF TERMS

Information:     This is a meaningfully processed data, which provides an individual knowledge needful in decision making.

Data:        It is a collection of raw facts, figured charts of symbols that represent idea, object or situation which needs to be processed to give a real meaning.

Program:  A set of logically sequenced instructions that constructs the computer on what actions to take to arrive at a result.

Information Technology:  It is the technology which supports activities involving the creation, storage, manipulation and communication of information together with their related methods management application.  Management information system: the combination of human computer based resources that results in the collection, storage, retrieval, communication and use of data for the purpose of efficient management of operations and for business planning.

Data Bank (information service):     Electronic store-house of information accessed by suing a microcomputer, modern and telephone.

Download:       To transfer information electronically from a data bank or a computer to another computer.

Expert system: computer system characterized by a very  large database, and set of rules that use its data to arrive at a conclusion.

Computer:        it is an electromechanical device capable of generating, storing and retrieving information at a fantastic speed and accuracy. 

Information Tracking System:  In the context of Industrial Training it can succinctly be described as a system that detects, processes, retrieves and displays IT students information.

Siwes:      An acronym for Student Industrial Work Experience Scheme.

IT:    An acronym for Industrial Training

IT Student:       A student from a higher institution of learning that embarks on an industrial training.

NBTE:      An acronym for national Board for Technical Education

ITF:  An acronym for Industrial Training Fund
