A library is a collection of sources, resources, and services, and the structure in which it is housed; it is organized for use and maintained by a public body, an institution, or a private individual. In the more traditional sense, a library is a collection of books. It can mean the collection itself, the building or room that houses such a collection, or both. The term "library" has itself acquired a secondary meaning: "a collection of useful material for common use." This sense is used in fields such as computer science, mathematics, statistics, electronics and biology. It can also be used by publishers in naming series of related books, e.g. The Library of Anglo-Catholic Theology. Public and institutional collections and services may be intended for use by people who choose not to — or cannot afford to — purchase an extensive collection themselves, who need material no individual can reasonably be expected to have, or who require professional assistance with their research. In addition to providing materials, libraries also provide the services of librarians who are experts at finding and organizing information and at interpreting information needs. Libraries often provide a place of silence for studying. This calls for an organized managemnt system in book filing and borrowing. Making it possible to keep track of lendings and returns of books and journals. The research will provide a platform for accessing library book information and at the same time enable accruate recording of users and there transactions in the library. In this project, the implementation of the computerized system will be carried out using Php-Mysql.
1.1 Background of the Study
E-governance, the adoption of web-based technologies to deliver and conduct government services, has become a global trend in public administration (Gasco, 2003). E-governance often comes with a promise to improve public administration in terms of efficiency, one of the primary values in public administration (Lee and Perry, 2002). However, e-governance has the potential to alter the traditional relationship between government and citizens by creating a new virtual government-and-citizen interface. The potential for electronic government to transform public administration has been heralded at various points throughout the past half-century. The term virtual is a concept applied in many fields with somewhat differing connotations, and also, differing denotations. The term has been defined in philosophy as "that which is not real" but may display the salient qualities of the real. Colloquially, 'virtual' is used to mean almost, particularly when used in the adverbial form e.g. "That's virtually [almost] impossible". (http://en.wikipedia.org/wiki/Virtual_university)
virtual as "being in effect but not in actual fact", almost or nearly as described, but not completely or according to strict definition. In computing it is described as not physically existing as such but made by software to appear to do so. (Concise English Dictionary).
Assessment made by World Bank (2001) indicates that e-governance is in nascent stage of implementation in both developed and developing countries. Government departments in many developing countries publish information on web sites as a first step towards e-government. Many of these sites are poorly designed and the department does not update or monitor the quality of information. Initially the publishing of information online was targeted at attracting foreign investments, but as Internet penetration grew in urban areas, many sites began to focus on delivering information and services to citizens and businesses.
Virtual Library System is an ideal way to provide visitors with a simple method of finding books as quickly as possible using computer software to create an almost replica of the existing library, with the minimum of interaction with people. This virtual Library system can be used in Schools. In all cases, a simple to use link over the website of the organization where people can find what or books they are looking for, quickly and simply.
1.2 Statement of the Problem
The library system works on a network, the college network can be down due to too many activities on the server. This will definitely affect the library. The library staff are responsible for the monitoring of the borrowing and returning of the books from the patrons. They are also responsible for the lost books and it is difficult for them to trace who lost the books or who did not returned it on the time. Work flow is not fully enhanced and it affects the rate at which the library procedure is carried out. So to tackle these problems, there is a need to develop a virtual library system.
1.3 Aims and Objectives of the Study
The aim is to offer solution to the problems regarding library procedures and management, and to provide a user-friendly system for the ease and comfort. The system basically responds to the needs of the librarian and student body.

1.4 Purpose of the Study
The purpose of the study is to develop a software that can register all library users, register all the books in the library, and enable uploading and downloading of books from the automated virtual library.
1.5 Significance of the Study
The significance of this research is geared at developing a library system with barcode reader that will help the Librarians to effectively and efficiently do their daily transactions, which is monitoring the borrowing and returning of library materials from the patrons. It will allow the patrons to search and locate library materials in shelves through the online public access catalogue with the help of call numbers etc. A call number is a group of numbers and/or letters put together to tell you where in the library to find your book. You can also have access to the online resources (which can be subscribed and paid for) and repository, where the Library materials are not enough for study or research work. It is easy to strive for changes and since library is no different from any firm and institution, considering the use of computer to perform a given task will be efficient. Librarians will have the responsibility not only to know about the ways in which libraries will be managed, but also to be aware of the changes that library systems can bring to the library services in the near future.
1.6 Scope of the Study
This project work will cover all aspect of book uploading and downloading from the automated virtual library system in Ebonyi State University .
1.7 Constraints and Limitations
During the design of this work, much finance was required for sourcing information and implementing the system. Due to unavailability of fund, the research was limited by finance and hence concentrated on the available materials within the locality.
1.8 Definition of Terms
MIS- Management Information System is the system that stores and retrieve information and data, process them, and present them to the management as information to be used in making decision.
MCS- Management Control system is a form of Information System used by the management of an organization to analyze each application of information system in terms of input, storage, processing and output.
Databases: A systematically arranged collection of computer data, structured so that it can be automatically retrieved or manipulated. It is also called databank.
IS - An information system (IS) is a set of interrelated components that collect or retrieve, process, store, and distribute information to support decision making and control in an organization. Information systems can also be used to analyze problems, visualize complex subjects, and create new products.
