PROBLEMS ASSOCIATED WITH CO-OPERATIVE FIELD ADMINISTRATION (A CASE STUDY OF UDI LOCAL GOVERNMENT AREA, ENUGU STATE)
The government of our country (Nigeria) today seem to pay much attention to certain issues of the economy. These include small scale enterprises (SMEs). This sector entails forming co-operative for a growing economy like ours. People and co-operate bodies need to help build the economy to sustain the future generation. This issues must have to be introduced to our educational system to enable and cultivate the habit of understanding co-operative development and growth. This project or research was conducted to find some of the problems associated with co-operative field administration in a named local government area in Udi LGA of Enugu State.
In chapter 2(two), some of the related literature review was highlighted. Need for forming a co-operative was there. Its features, importance and problem which is the subject matter.
Chapter three focused on the research design and methodology. Some of the sample procedure survey pattern or method and research question was prescribed. The question was numbered 1 to 10. Date presentation and analysis was discussed in detail.
Chapter four was focusing on the summary of finding, recommendation and conclusion. This is an important chapter. It covers this the bibliography and questionnaires with the research question a sample.
Co-operative field administration is the task or work performed by the staff of the co-operative department in the ministry of commerce, industry and technology. It also involves the official work of a co-operative assistance or inspectors as known formally.
The duty of field administration is assigned to the co-operative assistant by the director of the co-operative department.
Duties:
In the early stage of a co-operatives movement, the method by which co-operators used to maintain their societies was so crude and the number of co-operatives societies so small that each individuals was no doubt sees a third party (Assistant) as an enemy.
The increase in the volume of activities co-operative societies necessitating the need of co-operative field Administration that the disposal of an average enterprise, which makes him to join business venture in order to meet the required economics needs.
The importance of co-operative field administration to the efficient and smooth running of any type of co-operatives cannot be over emphasized. Infact, this is a higher standard and a deeper co-operator.
Several authors have stated the need for all co-operative societies starting from formation of the society to welcome the duties of co-operative assistant in their various activities. Most societies do not really grasp or embrace the co-operative assistant until they are driven to it by circumstances like liquidation, dispute, and frandulence of fluid.
These societies have not arrived at full knowledge about co-operatives but think that because they have a common goal, self reliance, democratically control, they are administrating their societies. From what is being seen and read today in the society, not all the co-operative societies appreciate the official work of a co-operative assistant. For example, in the midst of dispute, the affected parties have been known to dodge arbitration, hereby creating more problems and difficulties to the appointed staff of co-operative department Auditing, inspection, education are not left out.
Co-operative field Administration has been established as a veritable instrument for ensuring the efficient and successful running of a co-operative society.
However, since 1955, when co-operative ordinance was passed, adequate systematic study had not been carried out to examine the impact of co-operative enterprise.
It is therefore necessary that the impact of co-operative field administration need to be examined and manifested. The general aim of this study is to determine the problems facing co-operative field administration in order to expose them and find proper solutions.
The study is significant in that it will bring into focus the problems confronting co-operative field administration in Udi Local Government Area of Enugu State. With these problems known and their root causes examined, meaningful suggestions will be made and if implemented well, will boast the effectiveness of co-operative field administration.
It is also expected to serve as a guide to students of co-operative economics and management, as well as to the government in her co-operative policies and other researchers equally.
The study covers the co-operative field administration in Udi Local Government Area, Enugu State determining or eliciting the problems facing co-operative assistants for the entire localities.
The co-operative field administration in the area will be the main focal point.
In an attempt to produce this work the researchers face several handicaps which include in adequacy of data, no co-operative attitude of some of the officials visited resulting in their deluge some vital information about their societies, and how society do carry out their operations.
It was not easy to contact some officials of the local government council co-operative division whose experience would have helped the research in developing a broad approach. Even when contacted, they failed to give some needed information when not offered bribe.
Finance was a problem which nearly hindered the completion of this research. It limited my traveling to the essentially sampled co-operative societies and other research centers within my scope or coverage.
So I had to act on the materials within my read.
1.6 DEFINITION OF TERMS
The following terms used in this study should be taken to mean the following.
Co-operative Assistant (Inspector).
Co-operative assistant or inspector is a person or staff of co-operative appointed by the director of the co-operative department of the state or nation to carryout field administration.
“Co-operative education is the knowledge of the meaning, objectives as well as running of the co-operative society, the duties of the members and the committee, the knowledge of the society’s bye – laws and relevant sections of the co-operative law”.
Auditing
“An audit is the independent examination of, an expression of opinion of the financial statement of an enterprise by an appointed auditor in pursuance of that appointment and incompliance with any relevant statutory obligation”.
Co-operative Field Administration
Co-operative field administration involves the official work of a co-operative assistant to the co-operative societies and the co-operative department.
Arbitration
An Arbitration is a process “to save co-operative from getting involved in expensive and protracted litigation which would cripple their enterprise, co-operative provides for disputes involving co-operatives to be settled outside the court, the decision made being enforceable just as if they had been made in the court of law”.
Inspection
Inspection is to supervise the co-operative society effectively and to give it necessary advice and guidance of all the books and record inspection.
Co-operative society
Co-operative society is an association of person or groups or co-operate bodies with common goal, who run an enterprise in order to fulfill or advise their aims and objective (which is economical).
